New Mexico has a complex gaming history. When the IGRA was passed by the House in Nineteen Eighty Nine, it looked like New Mexico might be one of the states to get on the Amerindian casino bandwagon. Politics assured that would not be the case.
The New Mexico governor Bruce King assembled a working group in Nineteen Ninety to discuss a compact with New Mexico Indian bands. When the working group arrived at an accord with two important local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until 1994.
When a new governor took office in 1995, it appeared that American Indian wagering in New Mexico was a certainty. But when Governor Gary Johnson passed the contract with the Native bands, anti-wagering groups were able to tie the contract up in the courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the deal, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.
It required the Compact Negotiation Act, passed by the New Mexico house, to get the process moving on a full accord amongst the State of New Mexico and its Indian tribes. A decade had been lost for gambling in New Mexico, which includes Indian casino Bingo.
The not for profit Bingo industry has gotten bigger from Nineteen Ninety-Nine. In that year, New Mexico charity game providers brought in only $3,048. That climbed to $725,150 in 2000, and surpassed a million dollars in revenues in 2001. Not for profit Bingo earnings have increased constantly since then. 2005 witnessed the biggest year, with $1,233,289 earned by the operators.
Bingo is apparently favored in New Mexico. All kinds of owners look for a bit of the pie. With hope, the politicos are through batting over gambling as an important issue like they did back in the 1990’s. That is probably hopeful thinking.
